  6.     For 17 months, Saddam Hussein has pounded the rebellious
  7. Shi`ite Moslems of southern Iraq. But last week President Bush
  8. made good on his promise to keep Baghdad from bombing the
  9. rebels, declaring that any Iraqi fighter crossing south of the
  10. 32nd parallel would be shot down. As of week's end allied
  11. pilots reported no Iraqi aircraft in the "no-fly zone." Saddam's
  12. only comment: "We will choose the appropriate method and timing
  13. to confront this unjust, hostile decision."

  18.     For decades Canadians have been worried that the
  19. French-speaking province of Quebec would secede and the country
  20. would fall apart. Last week Prime Minister Brian Mulroney and
  21. 10 provincial premiers finalized an agreement aimed at keeping
  22. the 125-year-old confederation intact. They agreed to
  23. constitutional reforms that would provide greater autonomy for
  24. Quebec, more political clout for the country's less populous
  25. regions and self-government for aboriginal Canadians.
